How PPL streamlined accessibility compliance across 40 domains with faster fixes, clearer workflows, and measurable impact.

Empowering Accessible Experiences Across the Public Sector

People Places Lives (PPL) is a UK-based digital personalisation provider supporting health and social care organisations. With responsibility for over 40 public sector websites, many focused on adult social care, digital accessibility is essential.

In just three months, PPL adopted the Recite Me Accessibility Checker to audit and improve accessibility across their council domains. As a result, they’ve resolved hundreds of issues, strengthened compliance with WCAG 2.2 AA, and streamlined their internal workflows, all while reducing dependency on manual testing and specialist resources.

Why Accessibility Compliance Matters for Public Sector Websites

Under the Public Sector Bodies (Websites and Mobile Applications) Accessibility Regulations 2018, public sector websites must meet the WCAG 2.2 AA standard, ensuring that everyone, including people with disabilities, can access vital online information and services.

We caught up with Alex Goldie, Project Manager at People Places Lives, to discuss their commitment to accessibility and how the Recite Me Checker is helping them on their compliance journey.

“With many of PPL’s websites focusing on Adult Social Care services, these sites house crucial information and guidance, making it imperative that they are accessible and compliant with WCAG 2.2 AA.”

To meet both legal standards and its mission of digital equality, PPL turned to Recite Me for regular scanning, prioritised issue resolution, and clear, actionable insights.

How Recite Me Transformed PPL’s Accessibility Strategy

PPL began using the Recite Me Accessibility Checker in 2024 to ensure every website visitor could experience a barrier-free digital journey when accessing vital information across their 40 domains.

What made the Recite Me Checker stand out was its balance of ease-of-use and depth of insight. After entering a domain, teams were provided with a comprehensive breakdown of issues, including:

  • A clear explanation of each problem
  • A screenshot of the issue on the front-end
  • A relevant code snippet
  • Step-by-step guidance on how to resolve it

“Our digital delivery team can scan domains, understand the issues found, and raise tasks themselves for the PPL development team, without needing to rely on our specialist accessibility tester to find, raise, and test every issue.”

This shift made the process of reaching WCAG 2.2 AA compliance across their sites significantly more efficient and repeatable.

Significant Progress Across All Domains

While PPL had already implemented strong accessibility practices, the Recite Me Checker revealed previously overlooked issues. In just a few months, they scanned over 30 domains, addressed critical barriers, and implemented fixes across their full portfolio.

The tool also helped PPL identify patterns. Many of the same issues were present across multiple sites, enabling them to proactively resolve these at the template level for all new domains moving forward.

“Using the checker helped us spot common issues early, streamline fixes across multiple sites, and build accessibility directly into our implementation process.”

Ongoing Support and Empowerment

Every Recite Me Checker user receives access to a dedicated account manager, a feature PPL found instrumental to their success.

Whether it was answering technical queries, joining meetings, or troubleshooting implementation challenges, the Recite Me team provided hands-on guidance at every stage.

“This has allowed us to resolve issues more efficiently and provided the reassurance that we’ve always got expert support when we need it.”

Inclusion for All with the Recite Me Toolbar

In addition to the Checker, PPL also implemented the Recite Me Accessibility Toolbar on several of their domains. The toolbar allows users to tailor their experience through features like text-to-speech, screen masking, translation, and colour contrast adjustments, all designed to support people with visual, cognitive, or motor impairments.

“End users have told us the new toolbar is easier to use and more reliable than previous solutions. The feedback has been overwhelmingly positive.”

Making a Lasting Impact

Now is the time to prioritise accessibility and inclusion! For public sector bodies, meeting accessibility regulations isn’t optional; it’s essential. As PPL’s journey shows, with the right tools and the right support, it’s achievable and it’s making a real difference to people’s lives.

“It’s an efficient way to spot issues early and prioritise action. You can’t fix what you don’t see.”
