Bit of both. You can create PDFs without tags and you can correct PDFs with tags.
It depends how you create the PDF. So some do have tags and others don’t. What our tool can do is add them, understand where those tags should be and add them on your behalf retrospectively.
In a previous life, I worked with this organization. So I can comment that the maps, or at least templates of the maps that they are providing should be accessible.
What happens after you build with those templates? That becomes a little bit murkier. We do have experience remediating maps. It is better to remediate them and keep them as PDFs, simpler maps. With the more detail that comes with them, the more complexity, the more interactivity of those maps, sometimes HTML conversion is a better option.
We have a few delivery methods, one is manual which can be time consuming for individuals. But we can set individuals up with a 301 redirect, which is scalable for public sector organizations that have thousands of PDFs and pages on the website.
