Ever since the Handicapped Persons Code was introduced in the 1970s, visually impaired and physically disabled residents have been provided &#8211; at least in theory &#8211; with equal access to state services, facilities, and information.<\/p><p>However, more specific guidance was required in the digital age to ensure equitable access for individuals who face <a href=\"https:\/\/reciteme.com\/us\/news\/barriers-to-accessibility\/\">online access barriers<\/a>. Designed to provide guidance on minimum web accessibility requirements and aid compliance with Section 508, the standard lists several critical requirements for helping developers build websites that are universally accessible:<\/p><ul><li>All functional images and navigation icons must have <a href=\"https:\/\/reciteme.com\/us\/news\/how-to-write-image-alt-text-for-accessibility\/\">alternative text<\/a> (alt text).<\/li><li>Decorative graphics should have an &lt;empty&gt; alt tag.<\/li><li>Alternative text should be provided for every graphic element that uses an image map.<\/li><li>Alt text links must have descriptive, intuitive anchor text.<\/li><li>Inaccessible forms should provide alternative means of access, such as an email or phone number.<\/li><li>Frames are not permitted because they are inaccessible to screen readers, create navigation problems, and are not supported by all browsers.<\/li><li><a href=\"https:\/\/reciteme.com\/us\/news\/accessibility-testing-guide\/\">Accessibility testing<\/a> must be conducted across multiple browsers.<\/li><\/ul>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<section class=\"elementor-section elementor-top-section elementor-element elementor-element-7961ef5 disable-default elementor-section-boxed elementor-section-height-default elementor-section-height-default\" data-id=\"7961ef5\" data-element_type=\"section\">\n\t\t\t\t\t\t<div class=\"elementor-container elementor-column-gap-default\">\n\t\t\t\t\t<div class=\"elementor-column elementor-col-50 elementor-top-column elementor-element elementor-element-5e855f4\" data-id=\"5e855f4\" data-element_type=\"column\">\n\t\t\t<div class=\"elementor-widget-wrap elementor-element-populated\">\n\t\t\t\t\t\t<div class=\"elementor-element elementor-element-d63d1be elementor-widget elementor-widget-text-editor\" data-id=\"d63d1be\" data-element_type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<h3>The Americans With Disabilities Act<\/h3><p>Like all US states, Alabama requires state and private businesses to adhere to the <a href=\"https:\/\/reciteme.com\/us\/news\/ada-web-accessibility-law\/\">Americans with Disabilities Act<\/a> (ADA) to ensure accessibility in digital spaces. Enacted in 1990 and updated over the years to account for digital in addition to physical spaces, the ADA prohibits discrimination against individuals with disabilities.
