However, federal legislation applies to both public and private entities in Virginia just as much as elsewhere. Here\u2019s a comprehensive overview of each law. <\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<section class=\"elementor-section elementor-top-section elementor-element elementor-element-f68ee28 disable-default elementor-section-boxed elementor-section-height-default elementor-section-height-default\" data-id=\"f68ee28\" data-element_type=\"section\">\n\t\t\t\t\t\t<div class=\"elementor-container elementor-column-gap-default\">\n\t\t\t\t\t<div class=\"elementor-column elementor-col-100 elementor-top-column elementor-element elementor-element-b2cde70\" data-id=\"b2cde70\" data-element_type=\"column\">\n\t\t\t<div class=\"elementor-widget-wrap elementor-element-populated\">\n\t\t\t\t\t\t<div class=\"elementor-element elementor-element-9dc45bb elementor-widget elementor-widget-text-editor\" data-id=\"9dc45bb\" data-element_type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<h3>The Virginia Information Technology Access Act<\/h3><p>The <a href=\"https:\/\/law.lis.virginia.gov\/vacodepopularnames\/information-technology-access-act\/\">Virginia Information Technology Access Act<\/a> is based on <a href=\"https:\/\/reciteme.com\/news\/a-new-standard-of-website-accessibility-is-on-the-way\/\">Web Content Accessibility Guidelines (WCAG) Level 2 AA compliance<\/a> (more on that below). It requires all state agencies, colleges, universities, and other public organizations to make digital information accessible to individuals with disabilities.<\/p><p>Developed by the <a href=\"https:\/\/www.vita.virginia.gov\/\">Virginia Information Technologies Agency (VITA)<\/a>, the Act covers various types of disabilities and provides standards for all online elements, including website architecture, demographic information systems (GIS), information security, program and technology management, and third-party use policies. However, it is particularly stringent about closed captioning on videos. To ensure web-based audio and video are perceivable and understandable to everyone, captions must be:<\/p><ul><li>Present<\/li><li>Synchronized<\/li><li>Equivalent to the spoken words <\/li><li>Accessible using screen readers<\/li><\/ul>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<section class=\"elementor-section elementor-top-section elementor-element elementor-element-29dc63c disable-default elementor-section-boxed elementor-section-height-default elementor-section-height-default\" data-id=\"29dc63c\" data-element_type=\"section\">\n\t\t\t\t\t\t<div class=\"elementor-container elementor-column-gap-default\">\n\t\t\t\t\t<div class=\"elementor-column elementor-col-50 elementor-top-column elementor-element elementor-element-8b4431e\" data-id=\"8b4431e\" data-element_type=\"column\">\n\t\t\t<div class=\"elementor-widget-wrap elementor-element-populated\">\n\t\t\t\t\t\t<div class=\"elementor-element elementor-element-2d413f1 elementor-widget elementor-widget-text-editor\" data-id=\"2d413f1\" data-element_type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<h3>The Americans With Disabilities Act<\/h3><p>The <a href=\"https:\/\/reciteme.com\/us\/news\/ada-web-accessibility-law\/\">Americans with Disabilities Act (ADA)<\/a> was originally developed to address physical accessibility challenges. However, due to the proliferation of online technologies, key definitions have been expanded to encompass digital platforms, which are viewed as extensions of physical spaces.<\/p><p>There are five ADA titles in total, three of which relate directly to digital accessibility. It requires that all websites, software, information technology, and other digital assets developed, owned, or operated by state agencies be accessible to individuals with disabilities. The two primary goals of Section 508 are to ensure that:<\/p><ol><li><strong>Federal employees have equal access to online resources<\/strong> &#8211; Eliminating digital barriers allows full participation and productivity, regardless of disability.<\/li><li><strong>Members of the public have equitable access to information and services<\/strong>.
