However, in a bid to enhance the rights of individuals with disabilities, Massachusetts has its own stand-alone IT accessibility policy. Plus, a new governmental position and Digital Accessibility and Equity Governance Board was created in 2023 to drive positive change further. <\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<section class=\"elementor-section elementor-top-section elementor-element elementor-element-549a580 disable-default elementor-section-boxed elementor-section-height-default elementor-section-height-default\" data-id=\"549a580\" data-element_type=\"section\">\n\t\t\t\t\t\t<div class=\"elementor-container elementor-column-gap-default\">\n\t\t\t\t\t<div class=\"elementor-column elementor-col-100 elementor-top-column elementor-element elementor-element-f3dba54\" data-id=\"f3dba54\" data-element_type=\"column\">\n\t\t\t<div class=\"elementor-widget-wrap elementor-element-populated\">\n\t\t\t\t\t\t<div class=\"elementor-element elementor-element-2a4d7f1 elementor-widget elementor-widget-text-editor\" data-id=\"2a4d7f1\" data-element_type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<h3>Massachusetts Enterprise Information Technology Accessibility Policy<\/h3><p>Based on <a href=\"https:\/\/www.mass.gov\/executive-orders\/no-348-establishing-the-state-policy-for-providing-access-to-electronic-equipment-and-information-technology-for-citizens-with-disabilities#:~:text=No.-,348%3A%20Establishing%20the%20state%20policy%20for%20providing%20access%20to%20electronic,technology%20for%20citizens%20with%20disabilities\">Executive Order No. 348<\/a> and overseen by the <a href=\"https:\/\/www.mass.gov\/orgs\/executive-office-of-technology-services-and-security\">Executive Office of Technology Services and Security (EOTSS)<\/a>, this policy ensures that state-operated information technology (IT) solutions are usable by commonwealth employees and members of the general public with disabilities, as required by federal law.<\/p><p>Under the <a href=\"https:\/\/www.mass.gov\/policy-advisory\/enterprise-information-technology-accessibility-policy\">Enterprise Information Technology Accessibility Policy<\/a>, government agencies are responsible for ensuring that all IT solutions and online content fully comply with established accessibility standards. Much like stand-alone web accessibility legislation in other states, the policy applies to all electronic and information technology (EIT), regardless of whether it has been developed in-house or acquired from a third party. That means that in addition to government agencies themselves, the policy applies equally to:<\/p><ul><li>Government contractors and subcontractors &#8211; Like construction companies and third-party software developers.<\/li><li>Government vendors &#8211; Like office equipment and catering suppliers. <\/li><li>Government consultants &#8211; Like IT, legal, and project management firms. <\/li><\/ul>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-58da0fb elementor-widget elementor-widget-text-editor\" data-id=\"58da0fb\" data-element_type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p>The benchmarks for compliance are based on established <a href=\"https:\/\/reciteme.com\/us\/news\/wcag-2-2-accessibility-standards\/\">Web Content Accessibility Guidelines (WCAG)<\/a>. However, the level of compliance depends on the nature of the EIT in question:<\/p><ul><li>Web and desktop applications, multimedia content, and electronic documents must comply with WCAG 2.1 Levels A and AA.<\/li><li>Web and desktop applications used to produce content must comply with WCAG 2.0 Levels A and AA.<\/li><\/ul>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<section class=\"elementor-section elementor-top-section elementor-element elementor-element-3f29219 disable-default elementor-section-boxed elementor-section-height-default elementor-section-height-default\" data-id=\"3f29219\" data-element_type=\"section\">\n\t\t\t\t\t\t<div class=\"elementor-container elementor-column-gap-default\">\n\t\t\t\t\t<div class=\"elementor-column elementor-col-50 elementor-top-column elementor-element elementor-element-31a3887\" data-id=\"31a3887\" data-element_type=\"column\">\n\t\t\t<div class=\"elementor-widget-wrap elementor-element-populated\">\n\t\t\t\t\t\t<div class=\"elementor-element elementor-element-230bc75 elementor-widget elementor-widget-text-editor\" data-id=\"230bc75\" data-element_type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<h3>The Digital Accessibility and Equity Governance Board<\/h3><p>In July 2023 (on the 33rd anniversary of the Americans with Disabilities Act, to be precise), the State <a href=\"https:\/\/www.govtech.com\/workforce\/massachusetts-gov-creates-position-to-advance-it-accessibility\">created a Chief IT Accessibility Officer role<\/a> to help further improve the accessibility of state services for individuals with disabilities. Enacted in 1990, it initially addressed only physical accessibility barriers encountered by individuals with disabilities. However, its evolution over time has expanded to encompass digital spaces, recognizing websites and online platforms as integral extensions of physical environments.<\/p><p>The five titles of the ADA&#8217;s lay out guidance for how government agencies and public-facing organizations should ensure compliance. The two primary goals are to ensure that:<\/p><ul><li><strong>Federal employees have equal access to online resources<\/strong> &#8211; Eliminating digital barriers allows full participation and productivity, regardless of disability.<\/li><li><strong>Members of the public have equitable access to information and services<\/strong>.
